Spreminjanje dediščinskih kulturnih krajin v Sloveniji in uporaba krajinske zasnove za njihovo varstvo

Abstract
Magistrska naloga se ukvarja s spreminjanjem in načrtovanjem dediščinskih kulturnih krajin v Sloveniji. Spremembe so posledica naravnih procesov ali človekovih posegov in lahko vplivajo na lastnosti, zaradi katerih so krajine vpisane med dediščino. Rezultati analize sprememb na vzorcu dediščinskih kulturnih krajin kažejo, da so tudi te, tako kot druge krajine v Sloveniji, podvržene primerljivim degradacijam in procesom spreminjanja ter da vključenost krajine v prostorske akte ali režime varovanja ne vpliva nujno na njeno ohranjanje. V drugem delu se naloga posveti uporabi krajinske zasnove kot instrumenta, ki pri vzdrževanju dediščinskih kulturnih krajin nudi strokovno podlago za nadaljnje posege v prostor. Primer uporabe krajinske zasnove je prikazan na dediščinski kulturni krajini Radomlje – Radomeljska mlinščica. Krajinska zasnova temelji na inventarizaciji, analizah in viziji. Sestavljena je iz šestih sklopov: prvi je razvojni in varstveni koncept območja, temu pa sledijo razporeditev dejavnosti v prostoru, zeleni sistem območja, usmeritve za urbanistično, arhitekturno in krajinsko oblikovanje, usmeritve za varstvo in ohranjanje ter območja urejanja z ukrepi in usmeritvami. Ker je spreminjanje tipična značilnost krajin in ker ohranjanje zatečenega stanja v obliki 'muzejskega eksponata' ni smiselno, je glavno vodilo krajinske zasnove iskanje ravnovesja med varstvom in razvojem.

Title:The changes of the heritage landscapes in Slovenia and the applicability of the landscape plan for their conservation
Abstract:
The master thesis deals with changes and planning of heritage landscapes in Slovenia. The changes are the result of natural cycles or human interventions and may influence the characteristics that make landscapes inscribed in the heritage. The results of the analysis of changes in the pattern of cultural heritage landscapes show that they, like other landscapes in Slovenia, are subject to comparable degradation and change processes and that the inclusion of the landscape in spatial planning acts or regimes does not necessarily affect its conservation. The second part of the thesis focuses on the use of landscape plan as an instrument that provides a professional basis for further interventions in the area when maintaining cultural heritage sites. An example of the use of landscape plan is shown in the heritage landscape Radomlje – Radomeljska mlinščica. Landscape plan is based on inventory, analysis and vision and it consist of six sections: the first is the development and protection concept of the area, followed by the distribution of activities in the area, the green system of the area, the guidelines for urban, architectural and landscape design, the protection and conservation guidelines, and the areas of regulation with measures and guidelines. Since change is a typical feature of landscapes and the maintenance of the existing state in the form of a ‘museum exhibit’ does not make sense, the main guideline of landscape plan is to find balance between protection and development.
