The diploma thesis covers the field of administrative law with emphasis on two elements: the effectiveness of inspections and the legal operation of catering establishments. The topic mainly touches upon the legal aspects, but also upon the economic and organizational aspects of the functioning of public administration. With the diploma thesis I want to contribute to a greater transparency of inspections of catering establishments, as the entire catering industry is supervised by several inspectorates.
The diploma thesis required secondary research, namely the study of various literature and sources. The theoretical section was written using the classification method and the descriptive method. The empirical section presents a statistical analysis of relevant court cases relating to the administrative dispute, a study of relevant cases from case law, and a verification of the hypothesis. The hypothesis refers to the effective legal inspection of catering establishments in Slovenia. The hypothesis was verified by comparing the data from the annual reports of the competent inspectorates. By analyzing the data from 2016 to 2018, which include the number and types of actions, a reduction in the number of violations, cooperation among inspectorates and a potential expansion of the jurisdiction of inspectorates, the hypothesis was confirmed.
