Magistrsko delo obravnava financiranje osnovnih šol v Sloveniji. Namen je bil prikazati potek financiranja posameznih procesov. Cilj dela je bil preučiti, analizirati in prikazati, kako poteka financiranje in v kakšnih težavah se znajdejo šole, ko ministrstvo sprejme kakšen drastičen ukrep. Želeli smo prikazati razlike med javnimi in zasebnimi šolami pri nas, v Italiji in na Švedskem. Zasebne šole so pri nas pred letom 1991 financirane v obsegu 100 %, po letu 1991 pa v obsegu 85 % s strani države oziroma lokalne skupnosti. Zasebnim šolam, ki izvajajo javno veljavne programe osnovnošolskega izobraževanja ob izpolnjevanju vseh pogojev pripadajo sredstva iz državnega proračuna oziroma proračuna lokalne skupnosti. Ne pripadajo jim sredstva za naložbe, investicijsko vzdrževanje in opremo. V Italiji zasebne šole niso financirane s strani države, medtem ko na Švedskem zasebne šole na ravni obveznega šolanja ne smejo zaračunavati šolnin. Merila za vrednotenje materialnih stroškov osnovnih šol in možnost razporejanja le teh glede na potrebe in prioritete šol je za šole zelo ugodno v primerjavi s prejšnjimi merili in z namenskimi nakazili za točno določen namen. V času, ko so osnovne šole morale slediti cilju kadrovskega načrta -1 %, so se sredstva za plače na državni ravni zmanjševala. Organizacija šolske prehrane je sestavni del vzgojno-izobraževalnih dejavnosti vsakega vzgojno-izobraževalnega zavoda. Učenci imajo v šoli malico in kosilo. Na podlagi odločbe otroškega dodatka dobijo subvencionirano malico ali kosilo ali oboje. S pomočjo zastavljene hipoteze smo ugotovili, da je takrat, ko je visoka brezposelnost, več učencev s subvencioniranimi obroki kot pa takrat, ko se brezposelnost zmanjša.

FUNDING OF ELEMENTARY SCHOOLS OF SLOVENIA

The master thesis deals with the financing of elementary schools in Slovenia. Its purpose was to show the course of financing of individual processes. The aim of the study was to examine, analyse and demonstrate how the financing is taking place and what difficulties schools face when the ministry adopts a drastic measure. We wanted to demonstrate the differences between public and private schools in Slovenia, Italy and Sweden. Before 1991 private schools were financed in the amount of 100 % and after 1991 they were financed 85 % by the state or the local community. Private schools that perform publicly valid primary education programs when fulfilling all the given conditions are financed from the state budget or the local community budget. They do not obtain funds for investment, investment maintenance and equipment. In Italy private schools are not funded by the state while in Sweden private schools are not allowed to charge tuition fees at compulsory school level. The criteria for evaluating the material costs of primary schools and the possibility of allocating them according to the needs and priorities of schools is very favourable for schools in comparison with previous criteria and with dedicated transfers for a specific purpose. At a time when elementary schools had to follow the objective of the staffing plan of -1 % the funds for salaries at the state level were lower. The organization of school meals is an essential part of the educational activities of every educational institution. Pupils have meals at school. On the basis of on their child benefit rates they receive a subsidized snack or lunch or both. With the help of the hypothesis we confirmed that when there was a high unemployment rate there were more pupils with subsidized meals than when unemployment rate decreased.
