Abstract
V zadnjih letih smo priča hitremu tehnološkemu razvoju, ki je privedel do zlorab osebnih podatkov in tako povzročil naraščajočo zaskrbljenost glede vprašanj zasebnosti. Da bi se spoprijeli s trenutnimi izzivi, se je v letu 2018 neposredno začela uporabljati Splošna uredba o varstvu podatkov (GDPR), katere cilj je zgraditi sodoben in celovit okvir za varstvo osebnih podatkov v Evropski Uniji. GDPR je relativno kompleksen pravni akt, zato organizacijam implementacija njenih pravil predstavlja velik izziv. V tej luči organizacije jasno potrebujejo veliko časa, virov in smernic za uskladitev z GDPR. Veliko organizacij je v ta namen poiskalo pomoč pri zunanjih strokovnjakih na tem področju, kar pa terja visoke denarne zneske. Nekaterim pa to pomeni prevelik finančni zalogaj, tako kot izbrani organizaciji Občini Dobrna, zato v diplomskem delu predstavljam celoten postopek prenove sistema varstva osebnih podatkov Občine Dobrna na podlagi zahtev GDPR z namenom, da jim prihranim čas in finančna sredstva. Na podlagi kvalitativne analize sem v teoretičnem delu preučila področje varstva osebnih podatkov in raziskala, katera nova pravila uvaja GDPR v praktičnem smislu. S pomočjo tuje ter domače literature sem ugotovila, kako poteka proces uskladitve poslovanja z GDPR in kateri dokumenti so ključni za uspešno prenovo sistema varstva osebnih podatkov. Na podlagi ugotovljenega sem v empiričnem delu predstavila celoten postopek uskladitve poslovanja Občine Dobrna z GDPR, ki je sestavljen iz več ključnih aktivnosti. Zavedati pa se je treba, da je varstvo osebnih podatkov proces, ki se nikoli ne zaključi, zato terja redne aktivnosti, kot je sprotno spremljanje dogajanja in hitro reagiranje na aktualne spremembe na področju varstva osebnih podatkov.

Title:THE RENOVATION OF THE PERSONAL DATA PROTECTION SYSTEM IN THE SELECTED MUNICIPALITY
Abstract:
Fast-paced technological development of the recent years has resulted in the abuse of personal data and an increasing concern pertaining to privacy issues. To tackle current challenges, the General Data Protection Regulation (GDPR) was introduced in 2018, with the goal of establishing a modern and comprehensive framework for personal data protection in the European Union. GDPR constitutes a relatively complex legal act; therefore, the implementation of its rules presents a considerable challenge for the organisations. In light of this, the organisations clearly need a lot of time, resources and guidelines to coordinate with the GDPR. Hence, a number of organisations have turned to independent experts for help, resulting in considerable expenses. For some, the financial burden is too big, as is the case with the Municipality of Dobrna, the organisation in question. The diploma thesis presents the entire procedure of the reform of the system of personal data protection in correspondence with the GDPR, with the aim of saving time and financial resources of the Municipality of Dobrna. Based on the qualitative analysis, the theoretical part examines the field of personal data protection and determines which new rules are introduced by GDPR in the practical sense. With the help of foreign and domestic literature, the process of coordination with the GDPR was established and the key documents for the successful reform of the system of personal data protection were determined. Based on these findings, the empirical part of the thesis presents the entire procedure of the coordination of the operations of the Municipality of Dobrna with the GDPR, consisting of a number of key activities. However, it is important to recognise, that the personal data protection is a never-ending process, necessitating regular activities such as routine monitoring and rapid reaction to real-time changes in the field of personal data protection.
