Abstract
Naloga obravnava javne razpise za izgradnjo velikih za državo pomembnih objektov in izbiro projektantov ali izvajalcev na podlagi prevladujočega kriterija »najnižje cene«. V prvem delu naloge ugotavljam razloge, zakaj država ne uporablja večjega nabora kriterijev pri preverjanju in izbiri izvajalcev, kot to počnejo nekatere razvite države. Na podlagi dolgoletnih izkušenj in veliko negativnih primerov izbire izvajalca na podlagi kriterija »najnižje cene« bi bilo pričakovati, da državni nosilci javnih razpisov spremenijo način razmišljanja in pričnejo uporabljati večje število kriterijev. Sprememba metodologije bi namesto nezadostnega kriterija najnižje cene ponudila izbiro vrednosti, kvalitete, strokovnosti in zanesljivosti izvajalca, hkrati pa bi spremenila ustaljeno miselnost, saj najnižja cena ne zagotavlja niti pozitivnih ekonomskih učinkov, še manj tehnično-tehnološke. Da je temu tako, v nalogi prikazujem na primerih nekaterih razvitih držav, ki uporabljajo nove metode s projektnimi specifičnimi merili za javne razpise, ki vsebujejo več deset kriterijev, na podlagi katerih se presejejo vsi podatki o ponudniku in ponujeni ceni in se šele na podlagi tega izbere celovito najkvalitetnejši ponudnik. V drugem delu naloge uporabim metodo novih kriterijev in potrebo po spremembi razmišljanja v smeri, da mora biti vrednost izvajalca pred kriterijem najnižje cene, in na praktičnem primeru obdelam sisteme izkopa v podzemnih prostorih z ustrezno geometrijo minskih polj in analizo vrtalno-minerskih parametrov. Predhodna preučitev in primerjava parametrov, tehnologij, izbire materialov, metod gradnje, varnosti in drugih faktorjev omogoča ponudniku izbiro najustreznejše konstrukcijske rešitve, državnemu organu za javne razpise pa zanesljivo izbiro izvajalca na podlagi njegove vrednosti, kvalitete in strokovnosti. Samo na ta način je možno ponuditi najboljše rešitve in jih vključiti v ponudbo, kasneje pa jih kot najustreznejše tehnologije izvajanja del uporabiti na razpisanem objektu.

Title:Examination of drilling-mining operative systems in different stages of technological processes of underground construction of exploitation
Abstract:
Thesis considers public tenders for large, state important objects construction and the selection of developers or contractors based on the prevailing criteria of lowest price. In the first part of the thesis I identify the reasons why the state does not use a larger set of criteria for contractor screening and selection as is the case in some developed countries. Based on many years of experience and a lot of negative examples of contractor selection based on the “lowest price” criteria, it would be expected that the state public tender holder would change their way of thinking and start using multiple criteria. In place of the lowest price criteria, this methodological change would enable the selection of contractor value, quality, expertise and reliability and would at the same time change the conventional mindset since the lowest price guarantees neither positive economic effects nor the technical-technological ones. To demonstrate this issue, I present examples of some developed countries using new methods of project specific criteria for public tenders that consist of dozens of criteria for screening all of the tenderers’ information and their price before finally selecting the tenderer with the overall highest quality. In the second part of the thesis I use the new criteria and the need of changing the mindset to the one where the value of contractor succeeds the criteria of lowest price in order to analyse a case study of underground excavation systems with the appropriate geometry of mine fields and the analysis of drilling-mining parameters. Prior analysis and comparison of parameters, technologies, material selection, construction methods, safety and other factors offer the tenderer the selection of the most appropriate construction solution and the state public tender holder a reliable selection of a contractor based on his value, quality and expertise. This is the only way to ensure that best solutions are being put forward and included in the tender and eventually implement them as the most appropriate technologies for the object in construction.
