E-participation is spreading across the world, the use of online services is increasing, and there is a potential for citizens to participate with public authorities. The development of information and communication technology contributes to the development of transparency, as well as the publication of open data online. Cooperation between state authorities and the public can support and develop new links between the two. The purpose of the diploma work is the analysis of e-participation in Slovenia, an overview of various e-participation solutions that are in use in Slovenia and foreign countries, and the development of a prototype of the new version of the portal I propose to the government. The new functionalities are based on good practices and results of an online survey conducted between the users of the portal I propose to the government. As the number of users accessing web services using mobile devices is increasing, it is necessary to modify and upgrade web applications. For this reason, the portal I propose to the government should be completely redesigned for mobile device usage. The product of the diploma is a functioning web application developed in the Laravel framework, which is based on the PHP programming language. With few changes to the code, the developed solution can be used in any organization, that is in need of an e-participation tool.
