The thesis represent professional basis for implementation of land policy and development of communal infrastructure in the municipality of Celje. Valid spatial planning documents have been analysed to define strategic development of the municipality, direction of settlement and land structure. Condition of the communal infrastructure by considering valid spatial planning documents in the area in question were analysed. For a hypothetical residential house are calculated public utility and urban land tax for different areas. These are duties related public utility development. In the period 2015 -2016 real-estate market was researched - residential houses, apartments and vacant building land. The demand for land for construction of buildings is analysed based on issued building permits. I determined that communal infrastructure is well developed. Most expensive public utility development for residential house is in the area outside the city center. After 2014, the demand for the construction of residential and non-residential buildings is again increasing. Most residential houses and apartments were sold in the area City Celje (center). Municipality of Celje should devote more funds for the purchase of new land, for utility equipment and for the realization of municipal spatial acts. Many municipal spatial planning documents is not yet in the realization stage for these reasons. The results of the analyzes can be used as a professional basis for the development of land policy in the municipality of Celje.
