Abstract
Neposredno varstvo krajine je v Sloveniji deljeno med resorja varstva kulturne dediščine in ohranjanja narave, ki krajinskim območjem podeljujeta statuse kulturne krajine, krajinskega parka in krajinske vrednote (v nadaljevanju KV). Varstvo skozi instrument KV se v praksi ne izvaja zaradi pomanjkanja analiz in strokovnih podlag ter neopredeljenih meril. Študija Izjemne krajine (Ogrin in sod., 1996) ponuja dobro vsebinsko izhodišče za določanje meril tistih krajinskih območij, ki so primerna za vpis v register KV. Namen naloge je uporabiti omenjeno študijo kot strokovno podlago za varstvo krajine in hkrati zapolniti pomanjkljivosti kategorije KV. Rezultat kvalitativne analize in implicitne ocene je pokazal visoko skladnost vrednostnih ciljev KV in izjemnih krajin. S postopkom vrednotenja je bilo s seznama 93 izjemnih krajin izbranih 44 ustreznih krajin za preverjanje meril za določanje KV. Merila so bila zasnovana na podlagi določil Zakona o ohranjanju narave (v nadaljevanju ZON), Uredbe o zvrsteh naravnih vrednot in Pravilnika o varstvu naravnih vrednot ter razumevanja specifičnih lastnosti krajine kot predmeta varstva. Preverjanje meril je bilo izvedeno na desetih različnih izjemnih krajinah, med katerim so vse krajine ustrezale postavljenim merilom v več kot 73 %. Izjemne krajine je mogoče uspešno vključiti v sistem varstva naravnih vrednot (v nadaljevanju NV), kar potrjujeta predloga za vpis dveh krajin v register NV. Sistem je primeren za varstvo najvrednejših krajin s prevladujočo naravno zgradbo.

Title:Outstanding landscapes as basis of determining landscape values
Abstract:
Direct landscape protection in Slovenia is divided between the cultural heritage protection and nature conservation divisions, which can grant the status of cultural landscapes, landscape parks and landscape natural values to the landscape areas. Status of landscape values is not implemented in practice because of the lack of analyzes, expert basis and undefined criteria. The study of the outstanding landscapes of Slovenia – Izjemne krajine (Ogrin et al., 1996), offers a good content basis for determining the criteria of landscape values and potential areas that are suitable for entry in the register of landscape values. The purpose of this thesis is to use the mentioned study as an expert basis for landscape protection and at the same time to fill in the shortcomings of the category of landscape values. The result of a qualitative analysis and an implicit assessment showed the high consistency of the value targets between landscape values and outstanding landscapes. By means of evaluation method, 44 landscape areas were selected from the list of 93 outstanding landscapes to check the criteria for determining landscape values. The criteria were based on the legal acts provisions and the understanding of the specific characteristics of the landscape as the object of protection. The verification of the criteria was carried out on 10 different sample landscapes, all of which complied with criteria with more than 73%. Outstanding landscapes can be successfully integrated into the system of valuable natural features protection.
