This study analyses homeless services network in Maribor. The first part presents the theoretical findings and concepts on housing vulnerability, social exclusion and homelessness, it collects important documents that regulate homelessness in Slovenia and guidelines to combat homelessness. The second part examines where and how can the people facing homelessness get involved in the programmes, offered by the homeless services and what kind of help can they receive. The study discusses the needs of homeless people from the perspectives of experts who are employed in the homeless services and are also involved in this research. It also explores what those same experts think about the homeless services in Maribor. Additionally, it reviews the role of City of Maribor in combating homelessness in the local community. It concludes with suggestions on how to improve the quality of the currently existing programmes. To create the overview of all the programmes and services for people facing homelessness in Maribor it uses the qualitative research approach. The results of this study show that most programmes are oriented in managing homelessness instead of ending homelessness as it is advised by the documents and guidelines given by the European Union.
