European External Action Service was created by the Lisbon Treaty and has been in force since 2009. Regarding its form, it is a unique institution representing Member States in the field of external relations. At the time of the first mandate, led by High Representative Catherine Ashton, it faced certain challenges. These are the result of various factors that have influenced its creation. Identifying the issues, which the European External Action Service had been confronted with, was crucial for the changes in future mandates.
