In this work I will examine transformation of EU’s security sector trough changes in security environment. In the first part, for this purpose I examined contract development, institutional organization, CFSP financing and changes in security environment. In the second part I examined problems, which turned out trough CFSPs development and I summarized EU security strategy. In the third part I examined CFSP working in current crisis and transformation of security sector in practice. In the end I critically evaluated transformation.
I found out that three problems emerged when implanting CFSP: apparent separation of institutions, lack of capacities and democratic deficit in making foreign policies. I found out that there was no progress regarding institutional separation and democratic deficit. In the field of capacity development there has been positive transformation (which is represented by European defense fund and first Permanent structured cooperation). There is also progress in theoretical field (resilience as the main concept of CFSP).
