The development of youth policy and the youth sector has accelerated in recent years in Slovenia. The number of young people involved in various youth organizations is increasing, and local authorities have become aware of the importance of an active young population. We have seen an increase in brain drain of young people from non-perspective municipalities and local environments into prospective and advanced municipalities. If they want to create an attractive environment and keep young people in the local environment, they have to offer something more and, above all, prepare measures for activation and participation of young people in the local environment. The diploma thesis deals with the aforementioned issues and the establishment and implementation of the Strategy for Youth in the Municipality of Hrastnik. It analyzes the strategic objectives and key decision makers in setting up the strategy and presents their importance in shaping the strategy. In the empirical part of the thesis we present the findings that were obtained through semi-structured interviews and the method of cooperation with participation. The purpose of the interviews was to determine the reasons for the inclusion or non-inclusion of young people in the development of the strategy in the municipality of Hrastnik. The results of the research have shown that young people are apathetic, passive and incorrectly informed about the content, meaning, design, creation and adoption of the Youth Strategy in the Municipality of Hrastnik.
