ANALIZA MODELA OCENJEVANJA KOMPETENC DIPLOMANTOV IN OBLIKOVANJE PREDLOGA ZA IZBOLJŠANJE

Abstract
Informatizacija, globalizacija ter gospodarske spremembe in razvoj so današnji trendi, ki zahtevajo prožnost in prilagodljivost organizacij. K temu lahko veliko prispeva razvit sistem kompetenc, katerih razvoj delodajalci pričakujejo že v času izobraževanja. Tudi na nivoju izobraževalnih institucij tako kompetence pridobivajo vse večji pomen. Tega se zaveda tudi Fakulteta za upravo, ki ima natančno definiran nabor kompetenc, ki naj bi jih študentje pridobili na posameznem programu ter uveljavljen način vrednotenja le teh na osnovi anketnih vprašalnikov. V okviru magistrske naloge smo analizirali celoten merski sistem – anketni vprašalnik in način poročanja in na podlagi analize podali ključna izhodišča za prenovo vprašalnika. Na osnovi podatkov je bila najprej izvedena eksploratorna faktorska analiza. Skupni faktorski model je bil osnova za izvedbo konfirmatorne faktorske analize, v okviru katere so bili oblikovani modeli za kompetence kot celota in nato še vsak faktor kompetenc posebej. Na osnovi raziskave so bili oblikovani faktorski modeli, s katerimi lahko opišemo strukturo podatkov. Na osnovi pregleda mednarodnih raziskav in tuje literature je bilo ugotovljeno sovpadanje kompetenc, ki so izpostavljene kot najpomembnejše z najbolje razvitimi kompetencami diplomantov Fakultete za upravo. V okviru analize izločenih spremenljivk pri faktorski analizi so podani razlogi za njihovo izločitev in predlogi za izboljšanje vprašalnika. S podanimi predlogi je mogoče oblikovati predlog kakovostnega vprašalnika s katerim bo mogoče kakovostno merjenje kompetenc in ugotavljanje vplivov na njihov razvoj. Z magistrskim delom smo tudi nadgradili in izboljšali model poročanja o rezultatih.

Title:ANALYSIS OF THE EVALUATION MODEL OF COMPETENCES OF THE GRADUATES AND DEVELOPING A PROPOSAL FOR IMPROVEMENT
Abstract:
Computerization, globalisation, economic change and development are modern trends forcing organisations to be flexible and adaptable. This can be achieved with a well-developed competency system for the development of competencies that employers expect from students. As a result, competencies are increasingly important at the level of educational institutions. The Faculty of Administration is very much aware of this, which is why it has already developed a detailed set of competencies which students should acquire in individual study programmes, and an established assessment model based on survey questionnaires. This master’s thesis provides our analysis of the entire measurement system, including the survey questionnaire and manner of reporting, as well as key suggestions for the questionnaire’s remodelling. The acquired data was first processed through exploratory factor analysis. The factor model served as the basis for the confirmatory factor analysis for which we developed complete competency models as well as individual competency factors. The research was the foundation for the factor models for describing the data structure. After reviewing international research and foreign literature it transpired that the most important competencies are, in fact, the most developed competencies of the graduates of the Faculty of Administration. As for the analysis of excluded variables from the factor analysis, this thesis explains the reasons for their exclusion and provides suggestions for improving the questionnaire. The suggestions can contribute to the development of a solid questionnaire that will enable effective competency assessment. The questionnaire can also serve as a means to determine what affects the development of competencies. This master’s thesis also upgrades and improves the model for result reporting.
