Vpliv županj na spremembo lokalne politike: primer občin Črnomelj in Trbovlje

Abstract
V Sloveniji je na zadnjih lokalnih volitvah mesto odločanja zasedlo 196 županov in 16 županj. Slednje opozarja, da ženske nimajo enakega dostopa do politične moči in odločanja, kar je z vidika podzastopanosti žensk in pozitivnih sprememb, ki jih lahko prispevajo k politiki, nadvse zaskrbljujoče. Dejstvo je, da so ženske in interesi žensk ob prevladi moških v politiki zapostavljeni, saj moški povsem drugačnega in ločenega interesa ne morejo predstavljati. Temu posledično v javni sferi niso zastopani nekateri zelo koristni interesi, ki jih ženske pridobijo z drugačnim načinom socializacije in privzgojeno vlogo skrbnic. Do predstavništva žensk je mogoče priti z izvolitvijo žensk na politično funkcijo. Te v okviru substantivnega predstavništva, tj. predstavništva interesov žensk, delujejo v imenu žensk. Ker več pozornosti namenijo »ženskim« tematikam (socialnemu varstvu, zdravstvu, izobraževanju, okolju) ali tako imenovanim »mehkim« politikam, kot rezultat spremenijo politiko v smeri izboljševanja standarda in kakovosti življenja prebivalcev. Tovrstnih spoznanj na primeru županj občin Črnomelj in Trbovlje, ki imata sicer s položajem vodje občine zagotovljene največ politične moči in vpliva na odločanje (določanje dnevnega reda, vodenje sej občinskega sveta, predlaganje občinskega proračuna), ni mogoče potrditi. Opravljena analiza o vplivu županj na spremembo lokalne politike kaže, da ženske lokalne vodje kljub poskusom in zametkom vpeljave sprememb zaradi maskulinosti v vodenju in političnih institucijah nimajo vpliva na spremembo lokalne politike.

Title:The influence of female mayors on the change of local politics: the case of Črnomelj and Trbovlje municipalities
Abstract:
In the last local election in Slovenia 196 mayors and 16 female mayors took place of decision-making. The latter points out that women do not have the same access to political power and decision making what is from the perspective of underrepresentation of women and positive changes they can make in politics a matter of great concern. The fact is that women and women's interests are due to men's prevalence in politics neglected, since man are not able to adequately represent completely different and separate women's interests. Thus, in the local political sphere some of very useful interests and experiences that women receive through a gender-determined socialization and the instill role of caregivers are not represented. Women's representation can take place through the election of women in public office. Those women within the framework of substantive representation i.e. representation of women's interest act on behalf of women. As they devote more attention to »women« issues (social protection, health, education, environment) called »soft« issues as a result transform politics into the direction of improving the standard and quality of life of the population. Such findings in the case of female mayors in the municipalities of Črnomelj and Trbovlje, although the position of city leaders provides them the most of political power and influence on decision-making (agenda-setting, conducting the meetings of the municipal council, proposing the municipal budget) cannot be confirmed. The analysis of the influence of the female mayor on the change of local politics shows that women local leaders, despite the attempts and the beginnings of introduced changes, due to masculinity in leadership and political institution do not have impact on transforming the local politics.
