Raba, stanje in vzdrževanje gozdnih cest Gozdec in Skala v občini Bovec

V diplomski nalogi smo obravnavali vzdrževanje dveh gozdnih cest v občini Bovec - Gozdec in Skala. Namen naloge je bil analizirati vzdrževanje teh cest v obdobju med letom 2010 in letom 2017 ter ugotoviti trende finančnih in fizičnih vlaganj v njuno vzdrževanje. Za preučevanje cest smo se odločili predvsem zaradi različnih prometnih obremenitev in vrst prometa. Gozdna cesta Gozdec namreč služi mnogonamenski rabi, v zadnjih letih pa se na njej povečuje predvsem javni promet za namen turizma. Gozdna cesta Skala se nahaja v območju Triglavskega narodnega parka in je za negozdarski promet zaprta z zapornico ter tako dostopna le za gospodarjenje z gozdom in upravljalcem parka. Podatki iz realizacij vzdrževanja proučevanih gozdnih cest za vsako posamezno leto sicer kažejo na vsakoletno vzdrževanje obeh gozdnih cest, vendar je to zgolj minimalno. Na podlagi popisa stanja in poškodovanosti obeh cest smo ugotovili, da so vlaganja za njuno vzdrževanje 4,8- do 6,2-krat prenizka. Največ finančnih sredstev se namreč nameni za gramoziranje in grediranje, vendar se ob tem cest ne komprimira - torej vzdrževanje ni popolno. Trend ročnih vzdrževalnih del je za gozdno cesto Gozdec v proučevanih letih upadal, trend strojnega dela pa je naraščal. Na cesti Skala je medtem trend ročnega dela v prvih letih proučevanega obdobja celo naraščal, strojno delo pa se je na tej cesti pojavilo šele leta 2014. Zaključujemo, da je bilo dosedanje vlaganje v vzdrževanje obeh gozdnih cest prenizko, zato bi bilo treba za vzdrževanje cest najprej nameniti več finančnih sredstev, da bi se ti povrnili v prvotno stanje, kasneje pa bi bilo treba to stanje ohranjati s pogostejšim in zadostnim vzdrževanjem.

• Title: Usage, condition and maintenance of the forest roads Gozdec and Skala in municipality Bovec

Abstract

In this thesis, we examined maintenance of two forest roads in the municipality of Bovec – Gozdec and Skala. The purpose of this thesis was to analyze the maintenance of the two aforementioned forest roads, to find out the trends of financial and physical investments made between the years of 2010 and 2017. We decided to examine these roads because they have different traffic loads and types of vehicles. Forest road Gozdec serves multiple purposes and in recent years there has been an increase of public transport for tourism purposes. Forest road Skala is meanwhile located in the area of Triglav National Park and therefore closed with a physical barrier and available only for forest management and managers of the park. Data from realization of maintenance of these two roads show there has been an annual maintenance of both forest roads, however, it was minimal. On the basis of actual conditions and the amount of damage for both roads, we conclude, that investments for maintenance are 4.8- to 6.2-times too small. Most of the investments are used for graveling and grading, but the roads are not being compacted – therefore the maintenance is not complete. The trend of manual maintenance work on Gozdec road was decreasing in the analyzed period, but there was an increase of the trend of machinery work. On forest road Skala the trend of manual work was meanwhile even increasing, while the machinery work began in 2014. We conclude that investment in the maintenance of the roads was far too low, therefore we would have to first increase the financial funds to return the roads to their previous condition and then maintain this condition with more frequent and sufficient maintenance.
