The goal of the master's thesis is to compare the financial mechanisms used by the Pomurje municipalities in encouraging their students. Municipalities can stimulate students in the form of one-time monetary rewards at the successful completion of the exam, reward for enrollment in a higher year of study programs and a reward for diploma, a master's degree or a doctorate. Municipalities also tend to grant scholarships for talented students, staff grants for the needs of public institutes, or co-finance personnel scholarships for deficient professions. The theoretical framework of the master's thesis refers to the competitiveness of local communities in preserving the share of educated young people and the field of youth education policy in local communities. In the research work, Pomurje municipalities were compared in a series of financial mechanisms, legal frameworks of adopted regulations governing the field of rewarding and student grants, in the amount of financial resources devoted to monetary rewards, and conditions and obligations of beneficiaries of awards. the aim was to research the main reasons for using scholarships and monetary rewards for students, and at the same time to find out why some of the selected municipalities do not use mentioned financial mechanisms.
