Abstract
V vseh državah članicah EU trenutno ni na voljo enotne, celovite računalniške aplikacije, s pomočjo katere bi lahko iskali pogrešane živali, ne glede na državo, kjer se le ta izgubi, ali ne glede na državo, od koder prihaja. V primeru, ko skrbnik izgubi žival v tuji državi, tako ni zagotovljeno, da bo dobil povratne informacije o izgubljenem psu, tudi če je nekdo psa našel. Ne obstaja namreč celovita računalniška podpora, s pomočjo katere bi si različne države izmenjevale podatke o izgubljenih in najdenih živalih. Obstajajo sicer številne aplikacije, ki se ukvarjajo s to problematiko, vendar delujejo bolj na ljubiteljski ravni obveščanja in nimajo nobenih zakonskih določil, obveznosti ter podlage. Namen diplomske naloge je ugotoviti, ali imajo ljudje potrebo po spletni storitvi, ki bi bila uporabna v primeru, da je skrbnik psa izgubil ali pa da ga je kaka oseba našla. Pri tem je seveda potrebno upoštevati vso zakonodajo s tega področja, ki velja za našo državo, in tudi zakonodajo, ki velja za vse države, članice EU. V ta namen postavljamo hipotezo o koristnosti dvosmerne komunikacije, ki bi bila omogočena v spletni storitvi, ki jo razvijamo. Skušamo tudi ugotoviti, ali si uporabniki spletne storitve želijo, da bi bila ta storitev na voljo tudi na mobilnih napravah. Do teh ugotovitev pridemo s pomočjo obdelave anketnega vprašalnika, objavljenega na internetu, da anketirani nimajo težav s podajanjem odgovorov, in sicer za osebe, ki so kdaj imele psa ali pa še vedno imajo. Odgovore anketiranih obdelamo s statističnimi metodami in jih prikažemo v obliki grafikonov. Naloga obsega tudi podrobnejši opis izbranih računalniških orodij in metodologij, uporabljenih pri razvoju. Glede na razvoj spletne storitve ugotavljamo, ali bi razširitev te storitve na nadnacionalno raven zahtevala drugačen pristop k izdelavi računalniške podpore, drugačen način razvoja. Diplomsko delo obsega različne metode proučevanja. Pri teoretičnem delu je uporabljeno preučevanje domače in tuje zakonodaje s področja živali. V praktičnem delu je opravljena analiza ankete za čim večjo skupino oseb, ki so ljubitelji domačih živali in so kadarkoli imeli psa. Na podlagi analize anket, katera bo vsebovala tudi uporabniške zahteve, razvijamo spletno storitev za iskanje izgubljenih živali.

Title:
ESTABLISHING ONLINE SEARCH SERVICE FOR LOST ANIMALS AT THE EU LEVEL
Abstract:
Not a single EU member state offers a unified and comprehensive computer application that would allow coordinating a search of a missing animal regardless of a country in which it got lost or the country of its origin. In an instance when a person loses his pet in a foreign country there is no guarantee that they will get any return information regarding a lost dog even if somebody had actually found it. There is no comprehensive computerized support system that would allow different countries to exchange information regarding animals that were either lost or found. There are many applications that deal with this issue but they are limited by their nature as voluntary systems of notification and they have no legal basis for their existence. The main purpose of this work is to determine whether people have an actual need for an internet based solution that would be useful when somebody had lost an animal or somebody found an animal. When discussing this issue we have to be guided by the existing Slovene legislation and legislative systems of other EU member states. To this end we offer a hypothesis regarding the usefulness of two-way communication that would have been integrated in a web service we are developing. We are also trying to ascertain whether potential customers would like this service to be accessible on mobile devices as well. All of these questions were answered by our processing of an online questionnaire, where people had no problems offering their answers. The aforementioned questionnaire was meant for individuals who either owned a dog or still own a dog. Their answers were processed by statistic methods and presented through different charts. Our assignment also features a very thorough description of computer tools and methodologies we used to develop the application. The development of our app also poses a question whether the extension of its service on an international level would require us to apply a different approach to creating the computerized support system and different development concept. Our work is based upon different approaches to research. The first part is based on legislative research of both Slovene and EU regulations. In its practical part we present an analysis of the online questionnaire. This analysis which takes into account user preference as well as their opinions is the basis of our development work on an online service that would allow users to search lost animals.
