The main purpose of the master thesis is to introduce a novelty which is in accordance with the European Qualifications Framework and was introduced into Slovene acquis with the Slovenian Qualifications Framework Act. Based on the national debate, Slovenia decided to accede to the design of a national qualification framework since the previous descriptors defining levels of the European Qualifications Framework were considered to be too general and did not match the reality in the field of Slovene educational system.
The Slovenian Qualifications Framework, based on learning results, is a communicational and partly a reform framework which enables the classification of all qualifications that can be obtained in the Republic of Slovenia, sorts them into a unified system and includes formal education, national vocational qualifications and additional qualifications.
A practical example of its use from the viewpoint of an employer is the determination of necessary requirements in either an Act of systemization of work positions or the determination of specific kinds of work. Based on the Slovenian Qualifications Framework, an employer can clearly specify the level, degree or kind of required qualifications, while also having the option to look into the newly established SOK register. Despite the fact that certain employers do not pay enough attention when it comes to the determination of required qualifications, such determination can lead to quality selection, employment of workers, establishment of career structure of employees in the company, planning of supplementary education, promotions of employees, as well as an evaluation of the work complexity. Along with the theoretical part, the master thesis includes practical guidelines that establish three models of specifying the required qualifications, all of which an employer can use and combine in accordance with the specific needs for a work position.
