All people, regardless of their nationality, gender, race, religion, language or any other status, are entitled to human rights. Every individual is thereby, without discrimination of any kind involved, equally entitled to such rights. Human rights violations commonly appear in systems with structural basis in which those, who are subordinate in the system, suffer from power, status or authority abuse by those in charge. Graduation thesis sheds a light on violations in administrative procedures that took place in years from 2014 to 2016. It comprises not only a concept of human rights in Republic of Slovenia and the ombudsman’s role, but also analyses human rights violations in administrative procedures. The aim of this thesis is to present the made analysis of violations year by year and the comparison between them. Furthermore, to clarify whether the number of cases is increasing and how successful the solutions are. The methods used for presentation are comparison, statistics and analysis. The most common violation in administrative procedures is a lengthy decision-making, for which insufficient or inappropriate law regulations, and complexity of systemic problems, are to blame. This detailed analysis shows the scope and types of the violations in administrative, social and environmental matters. The usefulness of this thesis lays in recognition of the most common violations. Moreover, it can serve as a basis for further and broader investigation in order to decrease the violations and to make people aware of the situation.
