Evaluation of systemic competitiveness has recently come to the forefront. We want to analyse the function of the system, where government and management in eneterprises play an important creative role. Well prepared governmental policies add a lot to maintaining a business environment. On the other hand, perceptions of managers provide important information on economic trends. The Slovenian economy is now very active on the European internal market, where competition is stiffer and quality more important. For qualitative evaluation of competitiveness, we need the perceptions of Slovenian managers. Competitive states support managers in companies by providing them with a good environment for their development.
