We speak of a specific structure and functioning of state foreign policy bodies, values and goals strived for and realised by the chosen foreign policy, as well as instruments and methods a small state uses in relations with other states. The issue of coordination of foreign policy functions (central role of the ministry of foreign affairs), essential in the adaptation to the challenges put before small states by a modern international community, is put forth.
