Leaving it up to the people to decide on more or less important matters may trigger doubt in the ability and credibility of elected representatives of power. Moreover, referenda may become a popular vote of (no) confidence in the government or the head of state. On the other hand, a referendum may be a welcome and necessary addition to the decision-making processes of a representative democracy in the current crisis of votersʼ trust in political institutions and political parties. This paper discusses the instrument of the referendum in history, theory and political practice, with a particular emphasis on the understanding and use of the referendum in (post-communist) Central Europe.
