Mobility means transfer of employees within or outside the organization and is an important feature and ability of the employees which contributes to a better functioning of the public administration. In this master thesis I researched the phenomenon of mobility, with the focus on mobility in public administration. The word mobility refers mainly to labor mobility of employees in public administration. I also observed that mobility contributes to the efficiency of public administration in our country, and whether the forms of mobility that are possible in theory, are underutilized. I assumed that mobility in public administration is limited due to the rigidity of the public administration, as well as legislation, which is why I introduced the legal basis relating to mobility, which can be found in the CSA and the ERA-1. While researching I found that there is a modest set of literature and research on this issue.
In my research I used a questionnaire to assess the situation in the field of mobility in the municipality of Domžale, the Finance Office of the Republic of Slovenia and the Ministry of Defense. The findings of the research showed that introduction of several forms of mobility is possible and that they are underutilized. More emphasis would be needed to ensure greater recognition of the forms of mobility among public officers and to draw attention to the benefits that mobility brings. Increased mobility is one of the factors of greater efficiency of public administration, so I tried to determine whether the mobility in public administration in OECD countries has increased over time.
