The focus of the analysis is the proposed Registration Law of Residence RS from March, 2000, in view of the goals, the law is aiming to achieve. Conditions and procedures for residence evidence are targeting the access to basic citizen and social rights of individual inhabitants. Among them is the right to seek housing tenure. The connection between citizenship and permanentresidency or housing tenure is a subdue for multiple interconnectionsof duties versus rights between State and individuals. Interests of the State and those of individuals are neither necessarily compatible nor reciprocal. This paper calls for an explanation or change of the proposed Law in view of normative and social consequences, if applied. (Un)reliable registration evidence is misleading for the evaluation of housingneeds and the analyses of mobility.
