In administrative systems, different kinds of actors are present and between them relationships are established. We have focused our attention to empirical research of relationships between civil servants and ministers as well as factors, which have (co)determined their relationships in the ten postsocialist countries. These factors can be internal to national administrative systems (for example confident of ministers to the quality of civil servants' work, trust of ministers that civil servants provide reliable information, sources of expert support for dicision making, leadership style of the PM, type of government etc.) as well as external to them, in this case primarily the European Union. We have been especially interested if Slovenia represents special case in the context of the postsocialist countries in the mentioned aspects.
