The issue of building permits is considered one of the more complex and time- consuming procedures, as noted by numerous authors, due to the influence of various factors. The field of construction in the Republic of Slovenia is regulated by the Construction Act (GZ-1) and other subordinate regulations, and as it is an administrative procedure, the provisions of the General Administrative Procedure Act (ZUP) apply subsidiarily.
This master’s thesis examines the regulations governing the field of construction in the Republic of Slovenia from 1984 onwards and provides a comparative analysis. Furthermore, the legal institutions and relationships between GZ-1 and ZUP are analyzed. The master’s thesis focuses on the use and implementation of digitalization in the operations of public administration in the Republic of Slovenia and analyses the advantages and disadvantages of introducing the e-Graditev (e-Construction) system in the field of issuing building permits. The key similarities and differences in the field of building construction between Slovenia and Croatia are presented, and a comparison is made between the information Slovenian system – e-Graditev and Croatian system – e-Dozvola.
The thesis contains the results of a survey on the implementation of e-Graditev (e-Construction) in the field of construction, which was conducted using a questionnaire. The results of the research show that the information system e-Graditev (e-Construction) is promising, but due to its current technical limitations, inconsistency with regulations, and incompatibilities with other already functioning programs, it temporarily represents an additional burden and currently does not represent an improvement or acceleration of the building permit issuance process.
The master’s thesis contributes to the field primarily through the execution of comparisons of regulations and the implementation of information technologies in the field of building construction in Slovenia and, comparatively, in the Republic of Croatia, and opens up additional research possibilities once the information system e-Graditev (e-Construction) is implemented throughout the entire territory of the Republic of Slovenia and begins to be used by the majority of participants in construction process.
