The master's thesis addresses the financing of programmes for the Italian national community within the public service media organisation RTV Slovenia, emphasising the role of the media as a key pillar of democratic society and the protection of minority rights. The thesis presents the legal and institutional framework for providing media content in the Italian language, backed by the Slovenian Constitution, legislation, and international commitments ratified by the Republic of Slovenia. Radio Capodistria and TV Koper–Capodistria, which represent the main media channels for the Italian minority, are analysed. The empirical part is based on an analysis of RTV Slovenia’s financial reports for the period 2008–2024 and interviews with journalists and editors, providing an in-depth insight into financing challenges and staffing issues. Despite the legal support, the stability of financing remains uncertain, threatening the quality and development of minority programmes and their editorial independence. The thesis emphasises the necessity of establishing a long-term sustainable financial model that will ensure the autonomy of minority media and enable the preservation of the linguistic, cultural, and identity diversity of the Italian national community in Slovenia.
