The administrative procedure for the coordination of the actual use of public road and public railway infrastructure on the land of the owner is a challenge for the Infrastructure Directorate of the Republic of Slovenia. Currently, the Directorate does not use dedicated software to manage this procedure, and is therefore faced with inefficient tracking of procedures, lack of automation and analytical data processing, which makes it difficult to organise work. The aim of the research was to develop an IT solution that would optimise the existing processes and increase the efficiency of the employees.
The research was based on an analysis of existing IT solutions, a review of the legislation governing the procedure and interviews with DRSI staff. In addition, a comparative analysis and testing of a prototype application were used to present the advantages of the new solution in comparison to the current way of working.
The results showed that the developed solution significantly simplifies the management of the administrative procedure, reduces delays and increases employee productivity. The developed solution improves the transparency of procedures, automates key processes and facilitates the tracking of active processes.
The application contributes to the digitalisation of public administration by making it possible to manage the administrative procedure in question more quickly and efficiently. Its introduction can reduce administrative burdens, improve data accessibility and provide better analytical insights into administrative processes. The study provides a basis for further development of digital solutions in the public sector and the possibility of wider use in other areas of public administration.
