Public procurement, especially at the local level, plays a crucial role as it directly affects all taxpayers. Since it involves the expenditure of public funds, it is important to understand how these funds are allocated and spent. The aim of this thesis is to present public procurement through the analysis of public tenders in the field of construction work.
The thesis consists of a theoretical and an empirical part. The theoretical part provides an overview of professional and scientific literature on public procurement. In the empirical part, an analysis is carried out comparing the practices of two competing municipalities in the construction field. The research uses methods of public documentation analysis, statistical analysis, and correlation analysis.
The findings indicate that there is still considerable room for improvement in local public procurement, particularly in securing European funds. Special emphasis is placed on the need to balance quality and cost, especially in construction projects. The research also highlights the need for better planning and preparation of tender documentation.
