Izvleček
Ljubljana je potresno ogrožena. Petnajst stolpnic tipa A, B in C, zgrajenih pred letom 1963 (preden so bili sprejeti prvi predpisi o protipotresni gradnji), spada med najbolj ogrožene objekte v mestu, med drugim tudi zato, ker v njih živi največ prebivalcev. V raziskavi, ki so jo opravili Zavod za gradbeništvo, arhitekturni Studio Krištof in Filozofska fakulteta Univerze v Ljubljani, so ugotovili, da je za osem stolpnic tipa A (ob Roški cesti in Streliški ulici) najbolj smiselna zunanja utrditev, ki je stroškovno ugodnejša in pri kateri ni potrebna selitev prebivalstva. Za pet stolpnic tipa B (ob Štefanovi in Cigaletovi ulici ter ob Hrvatskem trgu) pa je možna samo nadomestna novogradnja, ki je stroškovno dražja in zahteva selitev prebivalcev za 24 mesecev. Za dve stolpnici tipa C (Vodmat) je prav tako najbolj smiselna nadomestna novogradnja. Kam preseliti stanovalce za 24 mesecev ob trenutni stanovanjski krizi? Ali lahko ob potresni utrditvi stolpnic hkrati revitaliziramo del mesta? Ali je lahko preventiva tudi priložnost za arhitekturo, mesto, ljudi? Na ta vprašanja odgovarjam v svoji magistrski nalogi, ki obravnava primer študije dveh stolpnic tipa B, lociranih blizu Hrvatskega trga, ki sta še posebej ogroženi, ker vsebujeta največje število stanovanj.

Naslov:LJUBLJANA IS FALLING! Conceptual design of the strategy for seismic strengthening of high-rise buildings next to the Croatia Square in Ljubljana

Ljubljana is prone to earthquakes. Fifteen high-rise buildings of types A, B and C, built before 1966 (before the first earthquake-resistant construction regulations were adopted), are among the most vulnerable structures in the city, partly because they house the largest number of residents. In the research carried out by the Institute of Civil Engineering, the architectural Studio Krištof and the Faculty of Arts of the University of Ljubljana, the researchers concluded that for the eight high-rise buildings of type A (located along Roška road and Streliška street) external reinforcement is the more sensible approach as it is it’s cheaper and doesn’t require relocation of residents. For the five high-rise buildings of type B (on Štefanova and Cigaletova streets and next to the Croatia Square), only a new replacement building is possible, which is more expensive and requires the relocation of residents for 24 months. For two high-rise buildings of type C (Vodmat), a new replacement building is also the most sensible option. Where should the residents be relocated for 24 months during the current housing crisis? Can a part of the city be revitalized at the same time as high-rise buildings are seismically strengthened? Can prevention also be an opportunity for architecture, the city, and its people? These are the questions that I am answering in my master's thesis, focusing on a case study of two type B buildings located near Croatia Square, which are particularly vulnerable due to their large number of apartments.
