The master's thesis comprehensively deals with housing issues at the European, national and local level. The assignment investigates the causes and consequences of the (non)working housing policy in Slovenia in recent decades and compares them with other countries. The problem is presented through statistics and housing policy, on different scales. Housing cooperatives are the answer to the problem. Cooperatives have been used for many decades as a well-functioning model of housing provision in various countries. Their social-collective orientation provides an excellent counterweight to today's capitalist individualized society, which no longer finds answers to housing issues through the open market. The area of the former Rog factory was chosen for the implementation of the cooperative idea. Right there, the 15-year period of the self-organized Rog Autonomous Factory has recently ended. Many cultural-artistic activities, sports-recreational activities and theoretical-activist practices took place at the location, which worked for the public good. The project is conceived as a synergy between the city municipality of Ljubljana and a cooperative organization in which former ATR users would also participate. MOL would remain the owner of the entire area and manage the renovated Rog factory - Center of Contemporary Arts. The cooperative organization built a tenant cooperative with a rich additional program.
