The master thesis discusses the theory of forensic investigations of natural disasters with a focus on floods. Some types of investigations and action plans already exist abroad, while others serve mainly as theoretical starting points for further development of the profession. In the Republic of Slovenia, the approach to the elimination of the consequences of natural disasters is still entirely administrative, as we do not look for causes or responsibilities for the occurrence of damage during natural disasters. In order to improve the existing practice, we have developed an approach to forensic investigation of flood events that can use a simple method to perform a basic analysis of the causes of damage for a given residential building or area and determine who or what bears the predominant responsibility for the damage. In developing the proposed approach, we have drawn on foreign literature that addresses such approaches in natural disaster cases in conjunction with forensic investigation theory. With the proposed forensic approach, we aim to define responsibility for the occurrence of damage using simple protocols such as visual inspection of the site and publicly available data. The approach was validated on a practical case.
