ABSTRACT
THE ROLE OF THE SLOVENIAN ARMED FORCES IN THE SYSTEM OF CIVIL PROTECTION AND DISASTER RELIEF
Natural disasters and catastrophes resulting from reckless interventions of people present an increased threat to the lives of people and their property. The Slovenian Armed Forces cannot eliminate the emotional consequences of these disasters, but it can successfully help eliminate the effect on the property. Members of the Slovenian Armed Forces who are motivated, and physically and mentally prepared and trained in the use of multifunctional equipment can successfully respond to the safety challenges posed by the natural and other disasters, and their consequences.
The first part of the master's thesis presents the system and legal definition of the system of protection against natural and other disasters, and the system of civil protection and disaster relief. It also presents the organization of the Slovenian Armed Forces forces, and its mission, and the list of essential tasks it carries out. The analysis of normative acts shows the legal bases for the operation of the Slovenian Armed Forces within the system of civil protection and disaster relief, and the restrictions to which it is subject.
The second part compares the operation of the Slovenian Armed Forces' task units with the units of foreign armed forces. The study of support operations of the Slovenian Armed Forces and the Croatian Armed Forces during the floods in 2014 is intended to compare the operation of the task units, and the equipment used.
The discussed topic is a contribution to the comprehensive regulation of the normative acts governing the operation of the Slovenian Armed Forces in the system of civil protection and disaster relief. Given the broadness of the subject, the thesis may provide a good basis for the further study of individual subject areas, such as a closer examination of the dual purpose of military equipment; the award of decorations to members of the Slovenian Armed Forces who actively participated in the mitigation of the consequences of natural and other disasters; and the arrangements of the participation of members of the Slovenian Armed Forces, which prevents the unwanted use of members in natural disaster relief.
