In year 2017 new European legislation came into force which obligates transmission system operators to implement a tool for monitoring the quality of area control error (ACE) calculations. This work defines the development, basic scheme and programming of an algorithm for monitoring the quality of ACE calculations close to real time. ACE represents the input parameter of the secondary frequency controller, which is implemented in the SCADA/EMS system of Slovenian transmission system operator (ELES d. o. o.). The purpose of this algorithm is to improve the quality of load frequency control in the electricty power system of the Republic of Slovenia and to meet the requirements of European legislation. In the course of the whole work a legislative and technical background was considered that is relevant for the process of ACE calculation. All input data which are necessary in the implementation of the algorithm in the SCADA/EMS system were analyzed. For the purpose of determining the key characteristics of the algorithm statistical analyzes were made based on historical data. Based on the conclusions of the theoretical analysis, the basic scheme of algorithm was designed. In accordance with the scheme, a test algorithm was developed in the Matlab development environment which is using the input data from Microsoft Office Excel. The entire master thesis provides the basis for the realization of the tool for monitoring the quality of calculation of the ACE in the SCADA/EMS system. The implemented tool will enable the operator of power system in the national control centre of Slovenia to inspect the quality of the ACE calculation and the status of all key input paramters close to real time.
