This thesis presents the problem of exercising control in the field of environmental protection and the preservation of nature, which is an extensive and complex field from the control point of view. My rationale for preparing this thesis is the problem of neglect in the field of nature and the inadequacy of human resource capacities in the exercising of control. The purpose of this thesis is related to the presentation of control in the field of nature and the importance of cooperation between controlling representatives in order to achieve efficiency.
In preparation of this thesis I have used a descriptive method as well as methods of analysis and synthesis in the analysis of regulations. Furthermore, a historical method has been applied to the organization of control and regulation. I have used a survey questionnaire and descriptive method to investigate the field of cooperation and preventive action of the representatives of control.
It was established that the scale of regulation causes certain problems in the exercising of control in the field of nature preservation. In particular, the complexity of regulations and the dispersion of controlling authority. With regard to the cooperation and preventive action of controlling representatives, it was found that restrictive factors affect the efficiency of controls, and that cooperation and preventive action are inadequate due to a lack of personnel.
The main contribution of this thesis is the identification of control deficiencies which may be mitigated by the controlling representatives, by taking proposals and solutions into account. The thesis provides an insight into the exercise of control in practice and problems faced by the representatives of control in practice. Practical findings are used to provide starting points which require greater engagement by the drafters of regulations in defining control in the field of nature.
